In order to deepen the reform of "release, management and service" in the construction industry in our city, strengthen the dynamic supervision of the qualification of construction enterprises, and standardize the market order, according to the relevant provisions of the regulations on the Management of the qualification of Construction Enterprises (decree No. 22 of the Ministry of Construction), the Department will organize the dynamic verification of the qualification of construction enterprises in the near future, and the relevant matters are hereby notified as follows:

　　1. verification object

The object of this verification is a construction enterprise registered in Huizhou. For details, please refer to the Dynamic Verification List of Qualified Construction Enterprises, which is determined by random sampling.

　　Main contents of 2. verification

The (I) mainly verifies whether the assets, main personnel, technical equipment, offices, etc. of the enterprise still meet the requirements of the Qualification Standards for Construction Enterprises.

During the (II) verification period, if the enterprise has separated its qualifications to an enterprise in a foreign city, or if the enterprise changes its place of registration to an enterprise in a foreign city, it shall register truthfully after verification.

　　3. materials to be provided by the verified enterprise

Business license and qualification certificate of the (I) enterprise;

(II) the work history, title certificate, registered construction engineer certificate, identity card and social security certificate of the technical director of the enterprise;

The registered construction engineer certificate, identity card and social security certificate of the registered personnel of the (III) enterprise;

(IV) the title certificate, identity card and social security certificate of the personnel with intermediate title or above;

(V) the annual financial statements of the enterprise containing "owner's equity;

(VI) construction enterprise qualification verification form.

The verified enterprise shall provide: one copy of items (I) to (V) stamped with the official seal of the enterprise, and provide the original for verification; One original for item (VI).

　　4. verification arrangements

(I) self-examination and self-correction stage

Before November 25, 2023, the verified enterprise shall check itself item by item against the "Qualification Standards for Construction Enterprises" (Jianshi [2014] No. 159) and other documents, provide true information as required, and actively cooperate with the verification work; if false information is provided, once verified, it shall be treated as an "unqualified" enterprise.

(II) dynamic check phase

Before November 25, 2023, the verified enterprise shall submit the relevant materials to the Construction Market Management Section of the Bureau. Those who fail to submit the materials within the time limit shall be deemed as "unqualified".

From November 25 to December 10, 2023, the Bureau will conduct dynamic verification in the form of on-site verification and data verification. For enterprises that do not meet the requirements of the "Standards", they will be implemented in accordance with Article 28 of the "Regulations on the Administration of Qualification of Construction Enterprises" (Order No. 22 of the Ministry of Housing and Urban-Rural Development).

　　5. verification requirements

All construction enterprises should attach great importance to the dynamic verification of the qualifications of construction enterprises and do a good job in self-examination of enterprises. If the information is truthfully provided within the specified time according to the requirements of the notice, and if the information is not cooperated or provided false information, it will be dealt with according to law once verified.
