In order to promote the development of the construction industry in the Greater Bay Area, solve the shortage of land and housing supply and employment opportunities in Hong Kong, build a bridge between the construction industry in Huigang, coordinate with each other, solve the supply channels of Huizhou enterprises to Hong Kong, and form an effective release of production capacity. On May 30, 2023, the Huizhou Prefabricated Construction Supply Alliance visited Hong Kong and was cordially received by Mr. Tan Yaozong and Director Ning Hanhao. Hong Kong Departure Alliance Secretary-General Tan Yaozong, Hong Kong Development Council Director Ning Hanhao, Permanent Secretary Liu Junjie, Assistant Secretary-General Luo Guoquan, Assistant Secretary-General Zheng Zilong, Chairman of Huizhou Survey and Design Association Li Huidong, Chairman of Huizhou Prefabricated Construction Supply Alliance Zhou Yi, Vice President Cai Zhuoyi, Vice President Zhou Zhuoliang, and Minister of Career Development Lai Junqi attended this exchange meeting.
At the meeting, President Li Huidong first introduced the specific situation of Huizhou assembly construction supply alliance to Mr. Tan, Director Ning and the guests. Among the alliance members, there are 16 PC component factories, 10 large steel structure factories and nearly 100 member units involved in design supervision. The alliance expects that the production capacity has met Hong Kong's investment plan in recent years. The goal of the supply alliance is to improve the quality and efficiency of the assembly construction industry by improving the technical level and talent exchange, promote the cross-border development of the industry. For the current demand of Hong Kong's assembly and construction industry, Huizhou has unique location advantages and mature technical advantages. It has both experience in supplying Hong Kong and sufficient production capacity. Coupled with excellent transportation conditions, it can be delivered and loaded immediately to avoid stacking problems.

Director Ning Hanhao said: Hong Kong's construction volume in the first half of the year is expected to increase by 20% compared with previous years. Hong Kong is quite short of construction materials, construction technology and construction talents. Under this opportunity, Huizhou assembly type construction supply alliance can supply materials, technology and talents to Hong Kong. I believe that the opportunities for cooperation between Hong Kong and the mainland will be greatly increased.
Subsequently, the two parties discussed and exchanged topics such as materials, technology, standards, and the supply of talents to Hong Kong.
President Li: The norms and standards of the mainland and Hong Kong are not in line with each other. Hong Kong's construction industry has not yet accepted the mainland standard GB. A large number of building materials that meet the GB standard cannot be directly used in Hong Kong projects. Materials specially produced for BS standard are often more than 20% expensive, but the cost is borne by Hong Kong purchasers and there is not much difference in performance. It is expected that Hong Kong will accept the GB standard, greatly reduce the cost of Hong Kong's construction industry, and use less money to build more houses for people who urgently need to improve the living environment.
Director Ning: Regarding the failure of the bilateral standards between the Mainland and Hong Kong, Hong Kong also hopes that a set of technical standards belonging to the Greater Bay Area can be formulated for modular buildings. How can the national standard and the British standard be certified and a standard belonging to us can be made to supply Hong Kong construction more conveniently.
President Li: The professional qualifications of the mainland and Hong Kong have not been mutually recognized. Hong Kong and the mainland can mutually recognize the qualifications of registered practitioners (AP) or other disciplines. To promote the engineering industry to be able to practice in the Guangdong-Hong Kong-Macao Greater Bay Area or mainland cities in the same way; to jointly compile standards for engineering construction groups applicable to Guangdong and Hong Kong, and to promote various forms of exchange activities between construction and related engineering groups in the two places.
Director Ning: As for the problem of mutual recognition of professional qualifications between the Mainland and Hong Kong, the Hong Kong Association of Engineers is currently taking the lead. Recently, a framework agreement has been signed with the Greater Bay Area. The scope of mutual recognition is expected to be gradually expanded. The existing machinery category will be added to more categories in the future, such as civil engineering and other practitioners.
President Li: At present, Hong Kong is facing problems such as labor shortage. A large number of construction projects in Hong Kong in the future will cause a shortage of construction workers in Hong Kong. It is necessary to formulate and publish the "Standards for Mainland Professionals to Work in Hong Kong" as soon as possible. let the mainland prepare training personnel in advance and make early preparations for the construction boom in hong kong.
Director Ning: In view of the labor shortage in Hong Kong, the construction industry has been added to the list of talents in Hong Kong and more windows have been opened for construction personnel. Even if construction personnel have not been certified in some positions, they can take up their posts first with their academic qualifications, degrees and working experience.
President Li: Hong Kong has a superior geographical environment, an international reputation and excellent talents. Invite Hong Kong to play a leading role in the belt and road initiative. If the Hong Kong Supply Alliance can supply Hong Kong, then it is no problem to supply it abroad.
Director Ning: Hong Kong can play the role of "super liaison" of the "Belt and Road", give full play to its strengths, lead mainland manufacturers, set up a good cooperation platform, and jointly explore the international market. In addition, Secretary Ning is very happy to lead us to visit relevant organizations in Hong Kong, such as the Engineers Association, the Construction Industry Association, the Polytechnic Institute, etc. In the future, the Hong Kong Supply Alliance will carry out a series of programmes and activities to strengthen exchanges and cooperation between the construction industries of the two places.
Liu Junjie: Personally, I am very interested in BIM technology. The participation of BIM units in this alliance is very critical, because BIM is included in our contracts. Generally, it will be given to the consulting company, which will then find the BIM consulting service unit according to the contract. I hope that BIM units can learn from each other and communicate more with our construction engineers association, contractors association and other associations, so that more people can recognize you, which is conducive to better service and Hong Kong construction.
Mr. Tan Yaozong expressed his appreciation for the development of Huizhou's assembled construction industry. He said: Hong Kong's construction industry needs to find breakthroughs in the supply of talents and technology from the Greater Bay Area. He believes that the establishment of the Hong Kong Supply Alliance is of great significance to solve the problems of talent shortage and lack of housing supply in Hong Kong's construction industry.
Through strengthening exchanges and cooperation with Hong Kong's construction industry, we can improve the competitiveness of the industry and solve the problems of labor shortage and technology supply in Hong Kong's construction industry. Through mutual learning and mutual promotion, we will promote the optimization and upgrading of the assembled construction industry in the Greater Bay Area, and jointly build a green, smart and sustainable urban development. In the future, more enterprises and institutions will join the Huizhou assembled construction supply alliance and contribute to the cooperation and development of the construction industry in the Greater Bay area.
